School Administrators For Effective Public Operations Leading to Improved Children and Youth services (SAFEPOLICY)

 

The Howard Circuit Court, Office of Juvenile Services in conjunction with the members of the SAFEPOLICY (School Administrators For Effective Public Operations Leading to Improved Children and Youth services)/SHOCAP (Serious Habitual Offender Comprehensive Action Plan) Executive Board, developed the program to identify at-risk youth and provide services to those youth prior to entering the Court system, as a CHINS (Child In Need of Services) or delinquent.  Building upon the philosophy of prevention and early intervention, the SAFEPOLICY program focuses specifically on those youth who have been identified as at-risk by inter-agency information sharing a data collection.  Youths who have at least one (1) “at-risk” criteria from three (3) or more agencies, are considered “at-risk” and can be screened for services.  The SAFEPOLICY Program in Howard County acts as the Early Intervention Team as designated by I.C. 31-34-24 and 31-37-24 and the Title IV-EFC Waiver committee as established by the Department of Family and Children.  Upon being screened, a case plan will be designed to develop or enhance services being provided to the youth and family to prevent the possible involvement of the youth and family in the Court system.  The case plan will be enacted by the agency with the most frequent contact or leverage to engage the plan.  The case plan is periodically reviewed with progress being noted.
