What is SHOCAP? |
SHOCAP stands for SERIOUS HABITUAL OFFENDERS COMPREHESIVE
ACTION PROGRAM. The SHOCAP committee, being developed as an inter-agency response network to identify serious habitual offenders, responds to the needs of our community in promoting programs to prevent delinquency. It is a joint effort between: Eastern

Who are SHO’s? |
A SHO is a juvenile who has:
been charged and adjudicated of at least two (2) delinquent acts that would be felonies if committed by an adult and has accumulated ten (10) points;
OR accumulated fourteen (15) points with two (2) adjudications, one (1) of which involves a crime against a person, weapons offenses, or dealing in substances; |

How do you get to be a SHO? |
A juvenile offender is identified as a SHO according to a
carefully defined point system based on the juvenile’s choice behavior.

What does it mean to be identified as a SHO? |
Identified SHO’s will be placed on a list that is updated
monthly and is available to police agencies, schools, probation departments,
and members of the SHOCAP committee.
Specialized procedures will be enacted for the SHO’s who commit
violations of the law. These
procedures will enhance the likelihood that
SHO’s will be held accountable for their conduct throughout the
system. Once identified as a SHO, the
juvenile will be eligible for services for the SHOCAP program including
intensive supervision, counseling, and electronic monitoring. |
