Howard County Sheriff’s Department Merit Deputy

 The Howard County Sheriff’s Department will begin the selection process for Merit Deputy in May 2002. Deadline for this selection process will be April 30, 2002.  Minimum Requirements for a Deputy:

No applicant or employee shall be discriminated against, or favored with respect to this hire, tenure terms, conditions or privileges of employment or any matter directly or indirectly related to employment because of race, sex, religion, national origin or ancestry.  Each applicant or employee will be limited only by his own abilities and qualifications and the Department will endeavor to select, hire and maintain in its employ only the best-qualified persons available for any particular position.

RULES AND REGULATIONS

CHAPTER VIII

800. Minimum Requirements for a Deputy:

No applicant or employee shall be discriminated against, or favored with respect to this hire, tenure terms, conditions or privileges of employment or any matter directly or indirectly related to employment because of race, sex, religion, national origin or ancestry. Each applicant or employee will be limited only by his own abilities and qualifications and the Department will endeavor to select, hire and maintain in its employ only the best-qualified persons available for any particular position.

A. All Deputies shall be appointed to the Department.

1. By the Sheriff with approval of the Merit Board.

2. Only after the satisfactory completion of the selection procedures prescribed by the Sheriff and the Merit Board.

3. For a probationary period of one (1) year, during which the probationer may be discharged by the Sheriff without the right of hearing before the board.

4. Permanently by the Sheriff and the Merit Board upon the satisfactory completion of the probationary period.

B. Only the applicant who meets the following initial standards will be considered for the position of Deputy.

1. Must be a United States Citizen.

2. Must be at least twenty-one (21) years of age.

3. Must have a high school diploma or its equivalency as accepted by the Superintendent of public instruction for the State of Indiana.

4. Must not have a record of conviction of a felony. With respect to all criminal conviction which are not felonies, the Department will consider whether the prior criminal conviction or military offense

will have a bearing on the applicant’s job performance or tend to measure job capability.

5. Must agree to a thorough physical examination by a physician designated by the Department. No recourse to a negative judgment of the physician is permitted.

6. Must have a valid driver’s license from the state of residence.

a. Must be able to obtain Indiana driver’s license upon hiring.

7. Must have a verifiable good record of previous employment.

8. Must be in sound mental and physical health.

9. Must take a written test.

10. Must be willing to appear for a Department interview by staff officers.

11. Must be willing to submit to a thorough character investigation by the Department.

12. Must sign a loyalty oath.

13. Must be willing to work a revolving shift schedule.

14. Must submit to being fingerprinted.

15. Vision must be consistent with requirements of the Police Training Academy.

16. Must not have a dishonorable discharge from the military.

17. Must not have used illegal drugs within two (2) years of submitting application.

18. Must not have illegally delivered controlled substances for personal gain.

-801. Selection Procedure:

A. Application

A complete application must be submitted and signed

B. Written test

C. Physical assessment. The Physical assessment in conjunction with Indiana Law Enforcement Academy standards, shall be a pass or fail test based on, but not limited to, the following:

1. 1 ½ mile run

2. Push-ups

3. Sit-ups

4. Vertical Jump

5. 300 meter dash

D. Truth verification

Applicant will be asked, but not limited to, the following:

1. Completeness, omissions or deceptions on the application

2. Past drug usage

3. Past criminal activity

E. Background Investigation

An applicant will be investigated by the Department.

F. Interview Board

An applicant will be interviewed by a panel consisting of a Staff Officer, Line supervisor, and Patrolman.

1. Staff Officers that work in the personnel department or in a position that directly supervises the applicant are to be excluded from the Interview Board.

G. Sheriff Evaluation

The Sheriff will evaluate the applicant’s background investigation and application package.

H. Merit Board

1. A list of ten (10) names shall be submitted to the Merit Board for approval.

a. This list shall be known as the “eligibility list”.

2. The eligibility list shall be active for one (1) year or until the list is exhausted.

a. Deputies shall be hired from the eligibility list.

b. An applicant can be removed from the list by showing just cause to the Merit Board.

I. Offer of employment

1. The applicant will be given a conditional offer of employment pending the results of a physical examination and completion of the background investigation.

J. Physical examination

1. The applicant will be required to take a physical examination.

K. Additional background questions may be asked.

L. Applicant will be hired as a probationary Deputy.
